아시아연구소 시민사회 프로그램은 지난 10년 동안 한국 시민사회의 질적 변화를 분석함으로써 한국 시민사회에 나타난 새로운 현상을 진단하고, 향후 발전 방향을 제시하고자 ‘한국시민사회를 새롭게 하라’ 워크숍 시리즈를 기획하였다. 이 워크숍 시리즈는 최근 한국 시민사회의 주요 이슈와 관련된 연구 주제에 대해 시민사회 프로그램의 공동연구원이 발표하고, 이를 향후 단행본으로 발전시키는 데에 목적을 둔다.
기획 워크숍 네 번째 시리즈의 발표는 지난 12월 13일, 시민사회 프로그램의 박명준 공동연구원(한국노동연구원)이 ‘지속가능한 고용체제 구현을 위한 시민사회의 역할’를 주제로 워크숍을 진행하였다.
박명준 박사는 발표를 통해 지속가능하지 않은 현재의 고용체제 양상이 무엇인가에 대한 진단을 먼저 한 다음, 지속가능한 고용체제를 만들기 위해서 무엇을 해야 할지에 대한 해결책을 모색하고자 하였다.
한국의 일그러진 고용체제의 특징으로는 크게 낮은 고용율의 지속, 낮은 장기근속자의 비율, 장시간 노동체제의 지속, 고용형태의 분화, 외주화와 하청화, 조직노동과 노사관계의 한계 등이 있다. 특히, 박명준 박사는 한국 사회는 중앙 차원의 노동정치, 기업별 노사관계 시스템이기 때문에 중범위 수준의 교섭과 협의가 부실한 상황이라고 진단하며, 이것이 정규직 노사담합과 비정규 근로자의 구조적 배제를 일으키며 궁극적으로 고용체제의 지속불가능성에 기여한다고 보았다.
현재의 지속불가능한 고용체제를 해결하기 위한 해법과 대안으로 박명준 박사는 노사관계의 확장과 시민사회의 역할 활성화를 제시하였다. 과거 한국의 시민사회는 과거 고용체제의 전환에 적지 않은 영향을 끼쳤으나, 2000년대 후반으로 오면서 노동 구조를 개혁하기 위한 연대적 실천이 약화된 측면이 있다. 박명준 박사는 발표를 통해 노동이해대변의 다양화와 이를 기반으로 한 새로운 노사관계 형성, 지역별/업종별 노사정협의회의 건강한 운영, 노동이슈를 중심으로 조직된 노동시민사회네트워크, 시민사회에 의한 ‘지역고용연대’가 한국의 고용체제 전환을 위해 시민사회가 해야 할 실천적 내용이라 할 수 있다고 전했다.
발표 후에 이어진 토론 시간에는 워크숍 참석자들이 고용체제 전환을 위한 사회적, 정책적 실천의 내용을 논하며, 그것을 실현하기 위해 시민사회가 수행할 수 있는 다양한 역할에 대해 논의하는 시간을 가졌다.
향후 시민사회프로그램은 연속적인 ‘시민사회를 새롭게 하라’ 워크숍 시리즈를 통해 오늘날 한국 시민사회에서 중요하게 다루어야 할 주제들에 대한 심도 깊은 논의를 진행할 예정이다.
